Disability & Poverty Reduction Strategy Processes
The link between poverty and disability is widely understood as a complex phenomenon because poverty is a cause as well as a result of disability (Elwan 2000). For a long time, the subjects of disability and poverty were invisible as governments and the donor community handled both phenomena as charitable constructs. However, in recent years disability and poverty have become national and international development challenges that need addressing. Prompted and supported by the donor community, most low-income countries were encouraged to adopt the Poverty Reduction Strategy Papers to guide poverty reduction processes. Although such countries have revised the content and the name of the PRSP to reflect their own national identity and aspirations, it would appear that the issue of poverty as it affects people with disabilities is not well represented. Thus, the aim of this discussion forum is to elicit ideas regarding best practice and research-based poverty reduction processes that are inclusive of disability issues.

Research evidence & it`s impact on policy programme planning
The need for research evidence that will impact on Policy & Practice - The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) has now entered into international law. It requires that all governments take cognisance and action to ensure that the human rights of people with disabilities are realised. Research evidence can be used as a tool to show governments how far they are in promoting the human rights of persons with disabilities. This places an obligation on all researchers to ensure that the value of research goes beyond publication, to influence policy and practice. Furthermore there is a danger that the research community – injected with international aid ‘cash’- may simply accumulate evidence without developing practicable solutions to address the ways in which society can become more responsive to, and more inclusive of persons with disability. Some disability research already exists on issues relating to health, welfare, access to services, as well as the facilitators and barriers to inclusion in mainstream society, of people with disabilities in Africa. The challenge is clear: it is not just more research that is needed. The question at the core of the argument is how to produce ‘improved’ research and research that can be translated into policy and practice. Furthermore, how we can translate research into evidence-based advocacy, policy, practice and products – particularly in the pan-African context? - (You are kindly invited to register and post questions, comments and participate in an open dialogue that will assist in bringing different inputs that will bring some light to the above questions. Capacity building amongst people with disabilities
Capacity building as defined by Mozambican DPOs means building the internal institutional capacity of an organisation (the internal environment) using that internal institutional capacity to service an organisation’s membership (the extent of its ability to influence the external environment through acquired competencies). Capacity building should act as a catalyst that enables an organisation to identify its needs, build its abilities to be effective, and seek partners that can help it address those needs. It is important to have mutual understanding, respect, and trust in this process as in some cases, people with disabilities are treated as clients or objects of capacity building rather than equal partners. To take this discussion further, you are therefore invited to participate in the online discussion on “Capacity building amongst people with disabilities”. It is in the interest of this discussion forum that we respect each other’s views.
